Le CNRS a fait le choix d=92identifier six d=E9fis sociaux dans son Contrat= d=92Objectifs et de Performance sign=E9 avec l=92Etat d=E9but 2020 : chang= ement climatique, transition =E9nerg=E9tique, sant=E9 et environnement, ter= ritoires du futur, in=E9galit=E9s =E9ducatives et intelligence artificielle= , d=E9fis pour lesquels il a l=92ambition d=92apporter une contribution sub= stantielle, en lien avec ses partenaires. Si ces d=E9fis sociaux, et d=92au= tres, sont par nature l=92objet de beaucoup d=92attentions et de pr=E9occup= ations, l=92importance de la science pour les aborder n=92est pas toujours = per=E7ue par tous et toutes. L=92id=E9e n=92est =E9videmment pas que la sci= ence fasse des miracles mais que la science aide =E0 comprendre, =E0 identi= fier les pistes les plus prometteuses et contribue =E0 des solutions pertin= entes. La crise sanitaire li=E9e =E0 la Covid 19 a rappel=E9 combien une te= lle approche =E9tait =E0 la fois pertinente et encore imparfaitement mise e= n =9Cuvre. Ce que le CNRS apporte au monde =E9conomique est la cons=E9quence directe d= u fait de mener des recherches fondamentales au meilleur niveau internation= al. Ce sont de telles recherches qui peuvent d=E9boucher sur des innovation= s de rupture, souvent n=E9cessaires pour gagner un march=E9, ou le conserve= r, cr=E9er de la valeur et des emplois en se d=E9marquant de la concurrence= . Avoir l=92ambition l=E9gitime d=92une certaine souverainet=E9, et la cris= e sanitaire a illustr=E9 l=92importance de porter une telle ambition, passe= aussi par la capacit=E9 =E0 avoir une industrie performante, elle aussi au= meilleur niveau international. Le CNRS peut, et doit, aider =E0 mettre en = =9Cuvre cette ambition notamment en amplifiant les actions visant =E0 la cr= =E9ation de startups et de laboratoire communs. La crise sanitaire aura peut-=EAtre eu au moins un effet b=E9n=E9fique, cel= ui de rappeler =E0 quel point les citoyennes et citoyens, collectivement, o= nt besoin de science. C=92est vrai pour les d=E9cideurs et d=E9cideuses qui= doivent pouvoir s=92appuyer sur la science pour prendre leurs d=E9cisions,= sans pour autant =AB se r=E9fugier =BB derri=E8re la science. C=92est tout= aussi vrai pour le citoyen ou la citoyenne qui doit pouvoir se forger une = conviction, ou simplement mieux comprendre, en mettant =E0 sa disposition c= e que la science sait, mais aussi tout ce qu=92elle ne sait pas. Fournir au= plus grand nombre des informations fiables, expliquer la d=E9marche scient= ifique, et proposer des expertises, doit =EAtre une offre du CNRS ; ce sera= aussi la meilleure mani=E8re de lutter contre les =AB fake news =BB et les= th=E9ories du complot. Pour conduire cette recherche fondamentale au meilleur niveau international= et la mettre au service de la soci=E9t=E9, le CNRS doit s=92appuyer de man= i=E8re constante sur trois leviers dont il est le seul =E0 b=E9n=E9ficier = =E0 un tel niveau et qui font sa force : un potentiel d=92interdisciplinari= t=E9 unique, un r=E9seau de partenariats acad=E9miques exceptionnel et un e= nsemble remarquable de coop=E9rations internationales. Chacun de ces levier= s doit =EAtre soigneusement entretenu et m=EAme renforc=E9. Les relations d= u CNRS avec les universit=E9s et les =E9coles doivent notamment aborder une= nouvelle phase avec celles ayant notamment la volont=E9 forte de coop=E9re= r. Je propose que ces partenariats soient plus individualis=E9s et davantag= e bas=E9s sur des strat=E9gies partag=E9es. Une attention particuli=E8re se= ra port=E9e aux universit=E9s dites =AB intensives en recherche =BB avec le= squelles nous partageons le plus grand nombre d=92unit=E9s mixtes de recher= che, cellules de base de notre organisation scientifique. Il ne faut pas se voiler la face, la comp=E9tition internationale devient d= e plus en plus dure. Le nombre d=92acteurs augmente et l=92importance de ce= rtains d=92entre eux continue =E0 croitre de mani=E8re spectaculaire. Si la= France veut r=E9ellement faire une priorit=E9 de la recherche et du d=E9ve= loppement, des arbitrages financiers sont n=E9cessaires, tant du c=F4t=E9 d= e l=92Etat que celui des acteurs priv=E9s. C=F4t=E9 Etat, la Loi de Program= mation de la Recherche a =E9t=E9 une premi=E8re =E9tape importante. Je croi= s qu=92il faut maintenant envisager une deuxi=E8me =E9tape qui doit notamme= nt viser =E0 une responsabilisation plus importante des acteurs, organismes= , universit=E9s ou =E9coles, via de r=E9els contrats pluriannuels d=92objec= tifs et de moyens entre l=92Etat et ses op=E9rateurs. Le CNRS est un organisme au meilleur niveau scientifique international, rec= onnu et respect=E9 sur la sc=E8ne internationale. Pour autant, il doit cont= inuer =E0 =E9voluer, comme il le fait depuis sa cr=E9ation, le CNRS d=92auj= ourd=92hui n=92a plus grand chose =E0 avoir avec celui de Jean Zay et de Je= an Perrin. Ces =E9volutions doivent se faire en tenant compte des priorit= =E9s que se donne l=92=E9tablissement, en interaction constante avec l=92Et= at, et en veillant =E0 la compl=E9mentarit=E9 et aux synergies avec les aut= res acteurs. Le CNRS est un acteur unique =E0 bien des =E9gards, sur lequel l=92Etat doi= t s=92appuyer. La science peut, et doit, aider la France, qui est un grand = pays scientifique, =E0 rester une nation prosp=E8re comptant sur la sc=E8ne= internationale. Bien cordialement, Antoine Petit Dear colleagues, The vacancy for the position of Chairman and CEO of the CNRS, due to become= effective on 25 January 2022, was published in the Journal Officiel on 1 S= eptember. I shall apply for a second term of office, and wanted you to be t= he first to be informed. Heading the CNRS has been an honour and a pleasure at all times, even thoug= h the circumstances have changed significantly during my term. Leading the = CNRS means setting strategic orientations, creating dynamics, mobilising en= ergy, representing and promoting the institution, and of course making deci= sions that command the greatest possible support. I am convinced, and I hav= e expressed this belief on many occasions, that this can only be achieved b= y relying on the CNRS=92s primary strength =96 the women and men who work h= ere. It is only by involving teams of the highest quality, such as CNRS man= agement, the Executive Board, institutes, service departments, regional off= ices, and units, by delegating effectively, and by enabling sound social di= alogue that an organisation as rich and diverse as the CNRS can be led. My candidacy is deliberately in keeping with this spirit, and continues to = pursue the policy conducted over the last four years. For my first term, I = identified six major priorities that are still relevant. Today I would like= to reformulate them somewhat, and present them in a new light. These prior= ities can be summed up as: =91Basic research for the benefit of society=92,= which I believe is the very purpose of the CNRS, consistent with its found= ing principles. More precisely, the CNRS must conduct basic research at the= highest international level, and put it to good use for society in all of = its facets, in other words put science at the heart of society. I would like to emphasise three of these dimensions that I believe deserve = particular attention: major social challenges, the economic world, and help= ing with understanding and decision-making. The CNRS chose to identify six social challenges in its Objectives and Perf= ormance Contract signed with the government in early 2020: climate change, = energy transition, health and the environment, territories of the future, e= ducational inequality, and artificial intelligence, to which it aims to con= tribute substantially with its partners. While these social issues, along w= ith others, have by their very nature been the subject of considerable atte= ntion and concern, the importance of science in dealing with them is not al= ways obvious to all. The idea is not for science to work wonders, but to im= prove understanding, identify the most promising avenues, and contribute to= finding appropriate solutions. The Covid 19 health crisis was a reminder o= f the relevance of such an approach, but also that its implementation remai= ns imperfect. The CNRS=92s contribution to the economic world is the direct result of bas= ic research conducted at the highest international level. It is such resear= ch that can give rise to the disruptive innovation that is often necessary = to gain or keep a market, and to create value and jobs by standing out from= the competition. The legitimate ambition of achieving a certain sovereignt= y =96 whose importance was illustrated by the health crisis =96 also entail= s securing a high-performance industrial capacity that is competitive at th= e highest international level. The CNRS can and must encourage this ambitio= n, especially by expanding initiatives aimed at creating start-ups and join= t laboratories. The health crisis has possibly had at least one beneficial effect, namely t= hat of being a reminder of how much citizens collectively need science. Thi= s is true for decision-makers, who must be able to make informed decisions,= albeit without =91hiding=92 behind science. It is also true for all member= s of the public who must be able to form an opinion, or simply gain insight= , by giving them access to what science knows =96 and to what it does not. = The CNRS must provide reliable information to the widest possible audience,= explain scientific approaches, and offer expertise, which is the best way = to combat =91fake news=92 and conspiracy theories. To conduct this basic research of the highest international calibre for the= benefit of society, the CNRS must constantly pull on three levers that it = alone has at its disposal, and which constitute its strength: a unique pote= ntial for interdisciplinarity, an exceptional network of academic partnersh= ips, and a remarkable series of international cooperations. Each of these l= evers must be carefully maintained and even reinforced. Relationships betwe= en the CNRS and universities and schools, especially with those eager to co= operate, must enter a new phase. I propose that these partnerships be more = individualised, and based to a greater extent on shared strategies. Special= attention will be given to =91research intensive=92 universities with whom= we share the largest number of joint research units, the building blocks o= f our scientific organisation. We must face up to reality: international competition is increasingly fierc= e. It involves a growing number of players, whose power in some cases conti= nues to rise spectacularly. If France truly wants to make research and deve= lopment a priority, financial choices must be made by both the State and pr= ivate actors. Regarding the State, the Research Programming Law was an impo= rtant first step. I believe that we must now envisage a second stage that a= mong other things aims to empower actors, organisations, universities, and = schools through real multi-year objectives and resources contracts between = the State and its operators. The CNRS is among the world=92s top scientific organisations, enjoying inte= rnational recognition and repute. However, it must continue to evolve as it= has done since its inception, which explains why today=92s CNRS has change= d so much since the days of Jean Zay and Jean Perrin. These evolutions must= take into account the priorities that the CNRS sets itself, in constant in= teraction with the State, all while ensuring complementarity and synergy wi= th other players. The CNRS is a unique actor in many respects, one that the State must rely o= n. Science can and must help France =96 a major scientific country =96 to r= emain a prosperous nation, and one to be reckoned with on the international= stage. With humility but also with conviction and enthusiasm, the CNRS mus= t pursue and step up its ambition of playing an important and even essentia= l role in achieving this goal. Si ces d=E9fis sociaux, et d=92autres, sont par nature l=92objet de beaucoup d=92attentions et de pr= =E9occupations, l=92importance de la science pour les aborder n=92est pas t= oujours per=E7ue par tous et toutes. L=92id=E9e n=92est =E9videmment pas qu= e la science fasse des miracles mais que la science aide =E0 comprendre, =E0 identifier les pistes les plus prometteuses et contrib= ue =E0 des solutions pertinentes. La crise sanitaire li=E9e =E0 la Covid 19= a rappel=E9 combien une telle approche =E9tait =E0 la fois pertinente et e= ncore imparfaitement mise en =9Cuvre.

 

Ce que le CNRS apporte au monde =E9conomique est la cons=E9que= nce directe du fait de mener des recherches fondamentales au meilleur nivea= u international. Ce sont de telles recherches qui peuvent d=E9boucher sur des innovations d= e rupture, souvent n=E9cessaires pour gagner un march=E9, ou le conserver, = cr=E9er de la valeur et des emplois en se d=E9marquant de la concurrence. A= voir l=92ambition l=E9gitime d=92une certaine souverainet=E9, et la crise sanitaire a illustr=E9 l=92importance de porter une telle ambi= tion, passe aussi par la capacit=E9 =E0 avoir une industrie performante, el= le aussi au meilleur niveau international. Le CNRS peut, et doit, aider =E0= mettre en =9Cuvre cette ambition notamment en amplifiant les actions visant =E0 la cr=E9ation de startups et de labor= atoire communs.

 

La crise sanitaire aura peut-=EAtre eu au moins un effet b=E9n= =E9fique, celui de rappeler =E0 quel point les citoyennes et citoyens, coll= ectivement, ont besoin de science. C=92est vrai pour les d=E9cideurs et d=E9cideuses qui doivent = pouvoir s=92appuyer sur la science pour prendre leurs d=E9cisions, sans pou= r autant =AB se r=E9fugier =BB derri=E8re la science. C=92est tou= t aussi vrai pour le citoyen ou la citoyenne qui doit pouvoir se forger une conviction, ou simplement mieux comprendre, en mettant =E0 s= a disposition ce que la science sait, mais aussi tout ce qu=92elle ne sait = pas. Fournir au plus grand nombre des informations fiables, expliquer la d= =E9marche scientifique, et proposer des expertises, doit =EAtre une offre du CNRS ; ce sera aussi la meilleur= e mani=E8re de lutter contre les =AB fake news =BB et les th=E9or= ies du complot.

 

Pour conduire cette recherche fondamentale au meilleur niveau = international et la mettre au service de la soci=E9t=E9, le CNRS doit s=92a= ppuyer de mani=E8re constante sur trois leviers dont il est le seul =E0 b=E9n=E9ficier =E0 un tel niveau=  et qui font sa force : un potentiel d=92interdisciplinarit=E9 un= ique, un r=E9seau de partenariats acad=E9miques exceptionnel et un ensemble= remarquable de coop=E9rations internationales. Chacun de ces leviers doit =EAtre soigneusement entretenu et m=EAme renforc=E9. Les rela= tions du CNRS avec les universit=E9s et les =E9coles doivent notamment abor= der une nouvelle phase avec celles ayant notamment la volont=E9 forte de co= op=E9rer. Je propose que ces partenariats soient plus individualis=E9s et davantage bas=E9s sur des strat=E9gies partag=E9e= s. Une attention particuli=E8re sera port=E9e aux universit=E9s dites =AB&n= bsp;intensives en recherche =BB avec lesquelles nous partageons le plu= s grand nombre d=92unit=E9s mixtes de recherche, cellules de base de notre organisation scientifique. =

 

Il ne faut pas se voiler la face, la comp=E9tition internation= ale devient de plus en plus dure. Le nombre d=92acteurs augmente et l=92imp= ortance de certains d=92entre eux continue =E0 croitre de mani=E8re spectaculaire. Si la Franc= e veut r=E9ellement faire une priorit=E9 de la recherche et du d=E9veloppem= ent, des arbitrages financiers sont n=E9cessaires, tant du c=F4t=E9 de l=92= Etat que celui des acteurs priv=E9s. C=F4t=E9 Etat, la Loi de Programmation de la Recherche a =E9t=E9 une premi=E8re =E9tape importan= te. Je crois qu=92il faut maintenant envisager une deuxi=E8me =E9tape qui d= oit notamment viser =E0 une responsabilisation plus importante des acteurs,= organismes, universit=E9s ou =E9coles, via de r=E9els contrats pluriannuels d=92objectifs et de moyens entre l=92Etat et ses op= =E9rateurs. <= u2:p>

 

Le CNRS est un organisme au meilleur niveau scientifique inter= national, reconnu et respect=E9 sur la sc=E8ne internationale. Pour autant,= il doit continuer =E0 =E9voluer, comme il le fait depuis sa cr=E9ation, le CNRS d=92aujourd= =92hui n=92a plus grand chose =E0 avoir avec celui de Jean Zay et de Jean P= errin. Ces =E9volutions doivent se faire en tenant compte des priorit=E9s q= ue se donne l=92=E9tablissement, en interaction constante avec l=92Etat, et en veillant =E0 la compl=E9mentarit=E9 et aux synergies = avec les autres acteurs.<= /u1:p>

 

Le CNRS est un acteur unique =E0 bien des =E9gards, sur lequel= l=92Etat doit s=92appuyer. La science peut, et doit, aider la France, qui = est un grand pays scientifique, =E0 rester une nation prosp=E8re comptant sur la sc=E8ne internationale. A= vec humilit=E9 mais conviction et enthousiasme, le CNRS doit poursuivre, et= d=E9velopper, son ambition de jouer un r=F4le important, voire essentiel, = pour atteindre cet objectif.

The vacancy for the position of Chairman and CEO of the CNRS, due to b= ecome effective on 25 January 2022, was published in the Journal Officiel on 1 September. I shall apply for= a second term of office, and wanted you to be the first to be informed.

 <= /u2:p>

Heading the CNRS has been an honour and a pleasure at all times, = even though the circumstances have changed significantly during my term. Leading the CNRS means setting strategic orientations, cre= ating dynamics, mobilising energy, representing and promoting the instituti= on, and of course making decisions that command the greatest possible suppo= rt. I am convinced, and I have expressed this belief on many occasions, that this can only be achieved by relying o= n the CNRS=92s primary strength =96 the women and men who work here. It is = only by involving teams of the highest quality, such as CNRS management, th= e Executive Board, institutes, service departments, regional offices, and units, by delegating effectively, and b= y enabling sound social dialogue that an organisation as rich and diverse a= s the CNRS can be led.

 <= /u2:p>

My candidacy is deliberately in keeping with this spirit, and continue= s to pursue the policy conducted over the last four years. For my first term, I identified six major priorities that are = still relevant. Today I would like to reformulate them somewhat, and presen= t them in a new light. These priorities can be summed up as: =91Basic resea= rch for the benefit of society=92, which I believe is the very purpose of the CNRS, consistent with its founding pr= inciples. More precisely, the CNRS must conduct basic research at the highe= st international level, and put it to good use for society in all of its fa= cets, in other words put science at the heart of society.

 <= /u2:p>

I would like to emphasise three of these dimensions that I believe des= erve particular attention: major social challenges, the economic world, and helping with understanding and decision-making.

 <= /u2:p>

The CNRS chose to identify six social challenges in its Objectives and= Performance Contract signed with the government in early 2020: climate change, energy transition, health and the environme= nt, territories of the future, educational inequality, and artificial intel= ligence, to which it aims to contribute substantially with its partners. Wh= ile these social issues, along with others, have by their very nature been the subject of considerable attenti= on and concern, the importance of science in dealing with them is not alway= s obvious to all. The idea is not for science to work wonders, but to impro= ve understanding, identify the most promising avenues, and contribute to finding appropriate solutions. The Co= vid 19 health crisis was a reminder of the relevance of such an approach, b= ut also that its implementation remains imperfect.

 <= /u2:p>

The CNRS=92s contribution to the economic world is the direct result o= f basic research conducted at the highest international level. It is such research that can give rise to the disruptive innovation= that is often necessary to gain or keep a market, and to create value and = jobs by standing out from the competition. The legitimate ambition of achie= ving a certain sovereignty =96 whose importance was illustrated by the health crisis =96 also entails securing = a high-performance industrial capacity that is competitive at the highest i= nternational level. The CNRS can and must encourage this ambition, especial= ly by expanding initiatives aimed at creating start-ups and joint laboratories.

 <= /u2:p>

The health crisis has possibly had at least one beneficial effect, nam= ely that of being a reminder of how much citizens collectively need science. This is true for decision-makers, who must be a= ble to make informed decisions, albeit without =91hiding=92 behind science.= It is also true for all members of the public who must be able to form an = opinion, or simply gain insight, by giving them access to what science knows =96 and to what it does not. The = CNRS must provide reliable information to the widest possible audience, exp= lain scientific approaches, and offer expertise, which is the best way to c= ombat =91fake news=92 and conspiracy theories.

 <= /u2:p>

To conduct this basic research of the highest international calibre fo= r the benefit of society, the CNRS must constantly pull on three levers that it alone has at its disposal, and which constitu= te its strength: a unique potential for interdisciplinarity, an exceptional= network of academic partnerships, and a remarkable series of international= cooperations. Each of these levers must be carefully maintained and even reinforced. Relationships between th= e CNRS and universities and schools, especially with those eager to coopera= te, must enter a new phase. I propose that these partnerships be more indiv= idualised, and based to a greater extent on shared strategies. Special attention will be given to =91researc= h intensive=92 universities with whom we share the largest number of joint = research units, the building blocks of our scientific organisation.<= span style=3D"font-size:10.0pt;font-family:"Arial",sans-serif;col= or:black">

We must face up to reality: international competition is increasingly = fierce. It involves a growing number of players, whose power in some cases continues to rise spectacularly. If France truly= wants to make research and development a priority, financial choices must = be made by both the State and private actors. Regarding the State, the Rese= arch Programming Law was an important first step. I believe that we must now envisage a second stage that among = other things aims to empower actors, organisations, universities, and schoo= ls through real multi-year objectives and resources contracts between the S= tate and its operators.

 <= /u2:p>

The CNRS is among the world=92s top scientific organisations, enjoying= international recognition and repute. However, it must continue to evolve as it has done since its inception, which expla= ins why today=92s CNRS has changed so much since the days of Jean Zay and J= ean Perrin. These evolutions must take into account the priorities that the= CNRS sets itself, in constant interaction with the State, all while ensuring complementarity and synergy with other = players.

The CNRS is a unique actor in many respects, one that the State must r= ely on. Science can and must help France =96 a major scientific country =96 to remain a prosperous nation, and one to b= e reckoned with on the international stage. With humility but also with con= viction and enthusiasm, the CNRS must pursue and step up its ambition of pl= aying an important and even essential role in achieving this goal.
